Brett Kahan

Brett is the Superintendent of Eastern Region, Division 3.  Operation STAND was developed and implemented whilst he was the Acting Superintendent of North-West Metro Region, Division One, which encompasses the cities of Melbourne and Yarra. 

Brett’s career as a member of Victoria Police spans 29 years.  He is currently the Superintendent of Eastern Region, Division 3, which encompasses the Goulburn Valley and the key regional cities of Shepparton, Benalla and Seymour.  Prior to this Brett performed the Tasking and Coordination role in North-West Metro Region, Division One, which encompasses the cities of Melbourne and Yarra.  Brett has performed the role of Police Commander and Police Forward Commander in many major events in Victoria. 

Brett identifies his role as the operational lead of all Competition and Non-Competition venues at Commonwealth Games Command as a highlight of his career.  Prior to this Brett performed crucial roles in Victoria Police’s Covid response, leading the operations cell in partnership with Covid Quarantine Victoria to successfully and safely return thousands of Victorians from overseas locations during the pandemic. 

Brett spent much of his career as a detective, working at Latrobe CIU, Armed Crime Squad, Major Drug Squad and was the Officer in Charge of both the Altona North Embona Taskforce and Wyndham CIU.  During this period Brett developed the Wayward Taskforce, combatting escalating youth gang crime in the western suburbs of Melbourne through intensive offender management and proactive intervention. 

On 30 June 2015 Brett was the Crime Command on-call Detective Senior Sergeant when 400 prisoners at the Metropolitan Remand Centre rioted, the largest riot in Victoria’s history.  Subsequent to managing the initial action response Brett was formerly appointed to head a taskforce response to the riots, eventually charging 106 inmates with Sabotage and Riot. 

It was whilst performing the role Superintendent role in Melbourne that Brett developed and implemented Operation STAND to hold those responsible for violent, aggressive and intimidating retail crime.
